As this is made of pvc, can it be drilled and then screwed or bolted to attach it securely to a trellis post for example? How solid and secure would it be in this situation?
Yes it can be, that sounds like a great solution.

Can this be used free-standing on concrete? If not, please suggest method of attachment?
There a lots of potential ways to attach, how about dyna-bolting a block of wood to the concrete that the leg of the arch slides over, then you can put a bolt through the leg into the wood to secure?

Recommended method of attachment to a wooden deck ?
We'd make some wooden brackets that attach to the deck, then the arch legs slide down over the wood and you can put a bolt through each leg. You could add some polyurethane foam to remove any slack.

Good quality and beautiful garden arch

I think it is the best garden arch I find in market. It comes with 4 feet(stake) which can be insert into the pole so that you can hammer the stakes in the ground first then install the two side panels on, then the arch. It is very easily to assemble. I strongly recommend this product.
