packing down for house moves - do they fold, or do screws need to be removed ?

You will need to unscrew and unclip these together if you are wanting to pack them down for moving. Have a look at the assembly manual for the full instructions.

They are 11kg. They are not tested this way, but they should handle a normal range of weather.

Comfortable, sun-resistant, outdoor chairs

Very happy with these chairs. What sold them for us was the maker's claim that the plastic can take exposure to sun without de-naturing and becoming brittle. The chairs were easy to assemble - and we were impressed with how elegantly and sturdily the pieces went together. They are very comfortable to sit in and the arm rests support a good cup of tea!
