can these be laid over large paving stones

Absolutely. The paving stones should create a nice flat surface which would be perfect for installation

How durable are they in a hot area do they keep their shape?

Q:
I want to use these to create a deck area where there is currently some raised beds and gravelly areas. Planning to remove beds, level out, cover in weed mat then bedding sand, then the tiles. Will that work OK?
A:
That should work, so long as the ground is compacted and level.

When installing on a balcony, is drainage an issue? Are the edges of the tiles that click together flat on the floor or raised to allow water flow under?

They are raised to allow drainage.

Are these fine to be laid on top of butynol?
A:
Yes they can, however you would want to watch how much weight they have on them to prevent damaging the membrane, but with general foot traffic etc they will be fine as the load is spread.

No we would advise against it, the twisting motion of steering, torque from wheels turning etc is outside what the bases are designed for.

They aren't designed to be, so we suspect it would be difficult to get a good finish that lasts.

Would like to use as a step outside bedroom ranch slider where there is garden. Is there anything else other than compacted gravel as a base. I need to do this myself
A:
This will be fine however please ensure the ground is level and the gravel is well compacted.
